  6. A census tract has 7 monitored intersections with the following 1990 traffic intensities:

    4600 1400 400 5000 2500 9000 2300

    Assume two observations are to be sampled with probability proportional to 1990 traffic intensity. If the sixth and fourth intersections are monitored and have 1998 traffic intensities of 13000 and 8000, find an estimate of total traffic intensity for 1998 and report an error bound.
